From 19 to 26 March 2022, the Port Authority of Dakar hosted the meetings of the various technical committees of the Ports Management Association of West and Central Africa, namely the Finance and Economic Studies Committee and the Administration and Legal Affairs Committee (ALA). More than 100 participants from several West and
Central African countries gathered to talk on various issues that African Ports are facing and the challenges pertaining to the functioning of PMAWCA.
As a full-fledged member of PMAWCA, the Port Authority of Kribi attended the proceedings marking the beginning of the organization’s 2022 statutory meetings.
Thus, concerning the Committee of Finance and Economic Studies, the guiding theme was “adapting management tools to the COVID-19 health crisis”. Committee members thus had to examine the 2021 audit report and the budget proposal of the General Secretariat and the Training Centre. The auditors’ accounts analysis led to a prior approval
of PMAWCA’s 2022 budget, amounting to almost 668,420 USD. For the Administration and Legal Affairs Committee, the themes “legal management of port single windows” and “digitizing human resources management” were thoroughly analyzed in light of the presentations made by member ports among which the Port Authority of Kribi who was commended by the President of the Committee for its quality presentation. During proceedings, a special emphasis was laid on updating PMAWCA’s
Constitution, and Rules and Procedures by specifically adding provisions pertaining to the introduction of the principle of alternation and regional balance between the positions of Project Manager and Secretary General.
The major highlight of the proceedings was the resolution adopted by the Finance and Economic Studies Committee to appoint the Port Authority of Kribi as Auditor for the next two years in replacement of the Port Authority of Lomé.
It is worth reminding that PMAWCA is a specialized body of the Maritime Organization of West and Central Africa (MOWCA) established during the historic inaugural Assembly in October 1972 in Freetown, Sierra Leone under the auspices of the United Nations Economic Commission for Africa (UNECA). Its missions include contributing
to the improvement, coordination and harmonization of port activities and equipment in West and Central Africa in order to increase the efficiency of services to vessels and other transport means; providing support in collaboration with similar port organisations or the governments concerned in order to reinforce cooperation between member ports so as to promote the development of their activities.
