The session to set up the Orientation Advisory Committee of the Port Authority of Kribi (CCO/PAK) was held on the same day and presided over by Jean Ernest Massena NGALLE BIHEHE, Minister of Transport. In addition to the appointed CCO/PAK members and their substitutes, the meeting was equally attended by administrative authorities of the South region, among which the Governor of the region, administrative authorities of the Ocean Division, PAK’s Top Management, the Senator of the electoral district and various stakeholders of the port community involved in managing or developing the Port Authority of Kribi.
The CCO was thus set up to complete the establishment of PAK governance bodies, but also in a bid to ensure a better understanding users’ needs and the interests of the various members and stakeholders of the port community in a view to attaining the performance objectives of the port.
The meeting focused on four specific objectives:
- Ensure the validation of the terms of office and quorum of the members designated to sit on the Policy Advisory Committee;
- Formally acknowledge the establishment of the Committee;
- Appoint the Chairman of the Committee;
- Give power of attorney to the President to appoint the other members of the Board of the said Committee.
In his speech, the MINT once again ensured PAK on the government support towards the Top Management’s ambition to make the port a reference in maritime transport. At the end of protocol discussions, a select meeting was organized to elect the chairman of the CCO and resulted in the election of Alain Blaise BATONGUE for a 3-year term.
ABOUT THE CCO
Set up in a context of fierce competition in the maritime transport sector, where performance, speed and quality are essential to success, the Advisory Orientation Committee of the Port Authority of Kribi (CCO/PAK) is the body that will enable PAK to achieve the performance and profitability objectives assigned to the company.
Established upon the decision of the General Manager Patrice MELOM, the CCO will provide expertise on issues pertaining to investment programming, operations organization, pricing of services provided by port authorities, PAK promotion and marketing and exchange of information. Overseen by the Board of Directors of the port body to which it reports, the CCO gives opinions on the issues mentioned above previously been examined by the Board of Directors.
Besides, the Committee provides opinions on issues concerning structural equipment programmes, the tariffs charged by the various port operators, the distribution of roles between stakeholders in the port area, the timetable and organisation of port work, the drawing up or modification of the master plan for the development of the port, the drawing up of draft specifications for the concessioning of activities under the responsibility of the port authority concerned and any other matters referred to by the Board of Directors of the port authority.
I- HOW DOES THE COMMITTEE WORK?
The General Manager of PAK attend the Committee’s meetings in an advisory role and the Chairman of the CCO can call on any individual or legal entity for its competence of the items on the agenda to take part in meetings in a consultative capacity.
The CCO gives its opinion on issues referred to within a reasonable time from the date of referral by the head of the relevant port authority or any other interested natural or legal person. If necessary, it may set up ad hoc working groups, in particular to draw up agreements for the exchange of management information, facilitate procedures, research and development, and the pricing of any services provided by the port. At the end of each financial year, the Orientation Advisory Committee sends general observations on the functioning and life of the Port in which it was created to the management bodies of the Port Authority of Kribi with a copy to the Minister of Transport
II- ORGANISATION OF THE ADVISORY COMMITTEE
The organization and functioning of the CCO are governed by the provisions of Decree No. 99/129 of 15 June 1999. The executive board comprises of three elected positions: the Chairman (Alain Blaise BATONGUE), the Permanent Secretary and the Deputy Permanent Secretary. The Permanent Secretary may be assisted in his duties by one or more executive assistants or deputy executive assistants as well as support staff. The committee's operating budget is funded by PAK in accordance with Article 13 of the 1998 Law and Article 11 of the 1999 Decree. Thus, after the Board of Directors and General Management, the new CCO makes PAK a machine prepared to embark on new conquests.
