A platform for dialogue and collaboration to support port development

To strengthen dialogue and consultation among the various stakeholders of the port community (institutions, professional associations, technical partners, etc.), the Port Authority of Kribi (PAK) officially set up its Consultative Orientation Committee (CCO-PAK) on September 19, 2019.

An inclusive and representative body

The CCO-PAK is composed of 22 members, including:

  • Alain Blaise Batongue, Executive Secretary of GICAM,

  • Philémon Mendo, Deputy General Manager of KCT,

  • Gabriel Manimben, representative of the Dockers’ Union,

  • Norbert Belinga, representative of the Directorate General of Customs (DGD).

Roles and responsibilities

The CCO-PAK is tasked with providing consultative opinions on strategic matters related to:

  • the programming of investments,

  • the organization of port operations,

  • the pricing of services,

  • the promotion of the Port,

  • and the exchange of information among stakeholders.

The recommendations issued by the Committee are then submitted to the Board of Directors of PAK, to which it directly reports.

A structured institutional framework

The CCO-PAK is governed by Decree No. 99/129 of June 15, 1999, and operates under the statutory supervision of the Minister of Transport, Jean Ernest Massena Ngalle Bibehe. Its operations are financed by PAK’s own budget.

The body is organized around three key positions:

  • the President,

  • the Permanent Secretary,

  • and the Deputy Permanent Secretary.

A lever for performance and competitiveness

Through its expertise, the CCO-PAK contributes to:

  • optimizing investment programming,

  • clarifying the distribution of roles among port operators,

  • and issuing well-informed opinions on port tariffs and services.

Overall, the CCO-PAK stands as a strategic tool to support the development, performance, and competitiveness of the Port Authority of Kribi.
